what is meant by ESP de-rating?

is it intentional ( i expected that there will be depletion in some well so i use large pump to produce the well {current condition }then de-rating the pump to match the depleted well in the future)?

or

it is a problem, that occur for the pump with time which ...

I have books about well completion, but i think these books focus on academic side " this is great", but I also need Service companies manuals for these jobs, also the owner companies completion/re-completion well programs actual cases " if available".

if we at well location, how can we determine no.of casing strings from no. of casing head spools without having the sketch of the well??
