1. How can it happen?

Guys, Please help me. I have several questions related to SCAL.
1.Are there any methods, to find SCAL data good or bad?
2.If we have just one SCAL (krnw and krw vs sw), can we make another SCAL graph (interpolation or extrapolation) such kind of this method?
