It means that if you are planning to produce 1000 BOPD, the CAPEX or the project installation will be 1 million $ 1000 $x 1000 bbl/d = 1 million $

This term is used for capital cost only and there are another term for Operating cost

the operating cost lasts till the end of production, right?

the development cost is only present at the beggining of the project, I guess, am I wrong?

The operating cost is calculated at the end of each fiscal year dividing the total operating cost for the year by total oil production for that year will result of cost/bbl
