You should ask locally. In the States non-producing wells used to be only capped. In mineral core drilling, depending on the land being drilled, the depth and type of well, they can be charged with a bentonite grout. I have an engineer friend in Nigeria who told me that non-producing wells there are sometimes charged with cuttings and drill waste prior to being capped.
